Evaluation of Human Response to Flood Alerts in Real-Time Using GPS Traces and Mobile Surveys in North Central Nigeria

Abstract
Flooding remains one of the most devastating natural disasters in Nigeria, particularly in high-risk areas such as Abuja, Kogi, and Benue States. Despite the presence of early warning systems, variations in human response to flood alerts remain poorly understood. This study investigated real-time behavioural responses to flood warnings using GPS traces and mobile-based surveys. A quantitative descriptive survey design was employed with 600 respondents (200 per state) selected through stratified random sampling. Data were collected via structured questionnaires administered online using Google Forms, alongside GPS tracking of movement patterns during alerts. Descriptive statistics (mean and standard deviation) and ANOVA were used for analysis. Results revealed significant variations in evacuation response times across states (p < 0.05), with Abuja residents responding more swiftly (1.8 ± 0.6 hrs) than those in Kogi (2.2 ± 0.7 hrs) and Benue (2.0 ± 0.5 hrs). Mobile surveys achieved high timeliness, with 87–94% of respondents submitting responses within two hours, reducing recall bias. Data completeness scores ranged between 4.3 and 4.7 out of 5, while GPS timestamp verification accuracies exceeded 96%, confirming the robustness and reliability of the findings. The study concludes that integrating mobile surveys with GPS tracking provides timely and accurate insights into community responses during flood emergencies. Findings suggest that strengthening early warning dissemination and implementing localised awareness campaigns are crucial for improving resilience in flood-prone regions.
